My client would like to have her site have the carousel "always displayed" and below the featured content photos. I know code pretty well, could you tell me if this is possible and give a clue on which files to edit?

This is primarily CSS but you may have to hack the javascript files to deal with any CSS handled by javascript. Start by looking at dfcg-gallery-jquery-smooth-styles.php and dfcg-gallery-mootools-styles.php in the plugin's includes folder.
